UN Council Approves Trump's Gaza Peace Plan
A Security Council has supported proposals put forward by Donald Trump for securing a lasting peace in the Gaza Strip, encompassing the introduction of an international stabilisation force and a eventual path to a sovereign Palestinian state.
Unanimous Approval with Notable Abstentions
The resolution was passed by a count of thirteen in favor, with both China and Russia declining to cast votes. The US envoy the American delegate informed the UN assembly that it set “a new course in the Middle East for Israelis and Palestinians and all the residents of the area alike”.
Compromise Phrasing on Palestinian Statehood
Addition of allusions to an self-governing Palestine was the price the America offered for backing from the Arab states, who are expected to contribute security forces for the global force.
“Interim measures that we embark on today must be executed in accordance with global standards and honoring Palestinian rights,” Britain's representative affirmed.
Government Resistance Continues
Nonetheless, on the brink of the council decision, PM the Israeli leader restated his government’s firm resistance to the creation of a independent Palestinian entity, raising questions on whether the Israeli government will allow the execution of the internationally endorsed measures.
Main Elements of the Measure
- Prompt removal of existing limitations on humanitarian aid into Gaza
- Establishment of an global security force
- Steps toward restoration and a potential “pathway to Palestinian self-determination and nationhood”
Ambiguous Phrasing and Stipulations
The reference to sovereignty was a compromise addition to an first US version which omitted it. But the wording is vague and conditional, stating only that once the PA has undergone changes and the rebuilding of the strip is progressing, “the situation may ultimately be in position for a credible pathway to Palestinian self-determination and sovereignty.”
Worldwide Reaction
The language did not meet of the firm commitment to the building of a Palestinian state alongside Israel requested by Muslim nations, as well as European council members, but in addresses to the chamber after the approval, representatives from those nations said they were willing to endorse the agreement in the service of extending the current truce and prompt actions to assist and secure the over two million Palestinian people in Gaza.
“Our delegation has ultimately decided to vote in favour of this resolution, a measure that we back its main goal, namely the preservation of the cessation of hostilities and the creation of circumstances enabling the Palestinian population to assert their immeasurable rights to sovereignty and nationhood,” Amar Bendjama stated.
Implementation Challenges
The proposal grants overall oversight authority to a “board of peace” headed by Trump, but of uncertain membership. The board has to report to the United Nations but it is not bound by the wishes of the UN or by the Palestinian Authority.
It also calls for the establishment of a specialized Palestinian group that is supposed to run daily administration of the Gaza and the provision of utilities, but it is quite ambiguous who would participate.
Stabilisation Team Authority
The mission of the ISF gives it authority to neutralize and disband militant organizations in the strip, but it is far from clear that would-be troop contributors would consent to face such groups. None of the states has to date pledged to contributing forces.
Furthermore the requirements for changes to the PA, the precondition towards progress on independence, have been vague.
European officials said they deemed it necessary that the names of the Palestinian technocratic committee to deliver services was determined as without delay.
