Obstacles Continue for Humanitarian Assistance in Gaza's Urban Center Despite Temporary Peace

Although the access route with Egypt opens this week, humanitarian organizations face significant obstacles providing supplies to Gaza City, the area most severely affected by starvation, specialists report.

Infrastructure Problems

Major routes are virtually blocked due to extensive devastation across the conflict-affected area – or remain under the control of military units. Any truck that breaks down is likely to be quickly plundered.

The primary crossing, the key gateway to the northern territories, damaged by 24 months of fighting, has been closed for multiple weeks, and authorities have notified aid groups in Gaza that there are no current intentions to activate the entry location, as stated by relief personnel.

Devastation in Gaza City

The main city was the focus of a major Israeli offensive launched in August that was still under way when the ceasefire deal was agreed upon a week ago.

Damage in the northern area has been massive, with whole settlements including urban centers and neighboring towns in devastated as well as many of the surrounding regions of the urban center.

"Any opening of a access route into Gaza is welcome, but we need to ensure we can reach people where they are," said a senior director from a humanitarian organization.

Relief Situation

Observers said many of the roughly 300,000 people who have gone back to the northern region from the densely populated southern area where they had been sheltering during the Israeli offensive were now "camping" among the debris of their homes, often without any housing and with limited nutrition or hydration.

A spokesperson from a UN agency said the damage in the northern territories was "shocking".

"It is neighborhood after neighborhood, structure after structure ... there is extreme need for water. Conditions are severe. We must have each access route open," the spokesperson, who was in Gaza City in recent days, added.

Limited Entry

An organization head based in Gaza City said the requirements in what used to be the area's bustling commercial and community focal point were "immense".

"People have this optimism and faith but there needs to be immediate enhancement on the border points. There has been no major improvement on the situation yet," the director commented.

"We continue to receive a insufficient volume of assistance [and] we are now commencing to understand the level of damage. Multiple thoroughfares are overwhelmed by rubble ... there is hardly any residence that is safe. We see destruction and live explosives throughout the area."

Recent Developments

On Saturday, aid agencies said modest volumes of essential fuel came into Gaza for the first instance in seven months, along with consignments of wheat, grains and produce. The additional resources sent commercial prices tumbling.

At a mid-region location, a civilian said there had been noticeable change since the truce.

"Stores are full of food, produce, and fruits, although the rates are continuing to be expensive and not attainable for everyone," the individual commented.

Colder Months Needs

"The primary requirements at present, specifically due to the arrival of colder weather, are to have a shelter to protect us from the low temperatures and cold-weather clothing because the stores do not have sufficient clothing for us or, if they exist, they are very few and extremely pricey."

Nine UN-supported food preparation facilities in mid and southern regions have restarted operations since the ceasefire.

Assistance Transport

Trucks were reported to have entered the Kerem Shalom crossing from Israel to Gaza during Wednesday, though precise counts were uncertain.

The country's public broadcaster announced that Wednesday's assistance transports would include food, treatment resources, petroleum products, fuel for cooking and tools to restore essential services.

"Relief supplies remains flowing to the conflict region through the Kerem Shalom crossing and other crossings after security checks," an military representative stated.

Delivery Challenges

But monitoring the number of trucks could be deceptive, cautioned a professional from an international NGO. "We must determine the contents of the trucks and their capacity levels for it to be a genuinely useful indicator," the representative stated.

Private companies are dispatching convoys of vehicles carrying confectionery, carbonated beverages and snacks, which have little nutritional value, while emergency treatments for children or others who have gone without sufficient nutrition for two years are unavailable.

Medical Conditions

Throughout the main city, only seven nutritional outpatient clinics are operating, compared with 45 in summer.

Many agencies have significant funding worth of supplies stockpiled around Gaza waiting to go in. A humanitarian body working with local residents across the region for decades has multiple months of supplies of food for the entire population ready to be delivered.

"We have the supplies, the instruments and the skills ... we simply must have the permission," said a humanitarian staff member, who recently came back from Gaza.

Governmental Aspects

An international initiative specifies that "complete" support should be delivered to Gaza and be allocated through humanitarian bodies and relief organizations, without obstruction from either combatant organizations or national security.

This seems to prevent the debated authority-approved relief agency which commenced activities in May, causing disorderly situations and multiple fatalities as large groups of people assembled around its distribution sites.
