The move is the president’s latest effort to utilize the Department of Justice to target opponents.
It follows two weeks following charges were filed involving Comey.
Long-serving lawyers drafted a memorandum in that case outlining why indictments lacked merit.
Comey entered a not guilty plea on Wednesday.
